Growth leaders identify and evaluate targets and opportunities using multiple sources. One common strategy is to target contract recompetes and those which are potentially vulnerable, with a primary vulnerability being contracts held by companies that have been acquired, especially when they are a small business being acquired by a large.   

Case in point – Over the past 6 months, the OS AI team has fielded several requests looking to better understand a string of recent acquisitions made by one equity backed large digital transformation services large business. A primary focus centered around the contracts that a now acquired small business, that specializes in data science and engineering services to the federal civilian and healthcare communities held, with an emphasis on its Food and Drug Administration portfolio.  

We should note that being acquired does not always make a company’s contracts inherently vulnerable as there are many factors in play but in the interest of sharing, included below we share details about a handful of relevant expiring contracts from across the federal civilian sector that have been drawing some attention, to include one potential $100M+ FDA BPA contract.

Over the past year, DMI, a global provider of digital transformation services, has made a series of strategic acquisitions, to include the Ambit Group (who had merged with GreenZone Solutions the year prior); and Aurotech, a consultancy that could lay claim to having expertise within the federal civilian and healthcare communities serving clients including the Food and Drug Administration (FDA), the Federal Trade Commission (FTC), and the Centers for Medicare and Medicaid Services (CMS).  

Included below is a list of 8 different expiring contracts that have drawn the most attention and inquiries over the past 6 months. This list includes identified active and acquired contracts or tasks from both the Ambit Group and Aurotech that cut across a range of federal civilian agencies. These are listed roughly in the order in which they are expected to expire, with some of the earlier ones known to already be in the process of being re-competed.  

The soon to be expiring contract that has drawn the most interest above all is the $100M+ FDA DIMES (DevSecOps, Innovation, Modernization, and Engineering Services) BPA, which is currently set to end In the Summer of 2024.  

According to the Aurotech website “Led by the Office of Information Management and Technology (“OIMT”), DIMES represents the primary contract to modernize FDA’s applications and infrastructure, including assessments of existing IT systems and infrastructure, development of transformation roadmaps, and deployment of modernization environments across the FDA’s nine centers.” This contract was last competed full and open, unrestricted on GSA FSS. The FDA did award it to a small business.  

Dance Lightly. Do know that some of these potential requirements will NOT end up being recompeted at all for any number of reasons (e.g., contract consolidation, extension, cancellation, etc), but this list can help serve as a foundation as you build out your pipeline and evaluate future targets.
