The C5ISR RTI Directorate requests a follow-on $185.3 million non-competitive five-year (base and four one-year options) Cost-Plus-Fixed-Fee (CPFF) Completion and Cost-No Fee single award task order to Data Services Analysts (DSA), a 100% employee-owned information technology solutions company that supports Federal and State Governments, and commercial customers.
Description of Supplies/Services: eCAP provides continued support for the Army’s Digital Transformation initiatives, which includes various Cloud Modernization efforts. These efforts range from upgrading of the legacy software systems, enhancement of the enduring capabilities, and the modernization efforts for future capabilities across the Army and Defense Intelligence Enterprise. Modernizing these efforts will enable rapid, data-driven application development and data-informed decisions to meet the soldiers’ speed of need.
The ACC intends to utilize a unique pilot program allowing for the non-competitive award of a follow-on effort to DSA. Although the language of the pilot program references contract awards only, on 18 September 2025, the ACC confirmed with Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)) that issuing a task order against an existing MATOC contract vehicle (in this case RS3) was an acceptable use of the pilot program. It is anticipated that awarding to a different vendor would result in significant schedule delays, risks to deployed capabilities, impacts to quality control, and increased portfolio costs.
