On the heels of an RFI release early this year (see below), the latest word out of DHS is that the RFP for a recompete of a Department of Homeland Security task to support the CIS Ombudsman office and its mission to effectively enforce and administer U.S. immigration laws, is expected out in mid-July. 

According to DHS, this task, which was a 3-year sole source the last time around, will be competed on GSA OASIS SB NAICS 541611 and it will now be a 5-year contract, with a total contract value that exceeds $10M. More will be shared as it is made available.

The Department of Homeland Security (DHS) Office of Procurement Operations (OPO) intends to issue a solicitation and subsequently award a task order to provide Mission Support Services in the following areas: call center support, data entry tasks, customer service tasks, administrative tasks, policy tasks, public engagement tasks and strategic planning tasks in support of Citizenship and Immigration Services Ombudsman (CISOMB). CIS Ombudsman supports the DHS Mission 3 to effectively enforce and administer U.S. immigration laws. It is important that the contractor understand the relationship between CIS Ombudsman and USCIS.

The contractor shall provide assistance and support to federal employees in several key operational and administrative functions of the CIS Ombudsman, by maintaining a close and highly responsive relationship to the day-to-day activities of the office. The contractors will be performing the duties identified in the task section.    The contractor will require knowledge of the organization, programs, and procedures related to the work of the office. This knowledge should be gained by a combination of education and experience that demonstrates the ability to perform the tasks required. The contractor must be proficient in Microsoft Office Software Suite (Outlook, Word, Excel, MS Teams, PowerPoint, and SharePoint). The contractor shall have the demonstrated ability to learn new technologies within a reasonable amount of time. The contractor shall perform and dress in a professional manner.  The contractor shall provide at least one employee that is fluent in Spanish.  The preference is two employees that are fluent in Spanish.  Fluency required is the ability to read, write and speak Spanish.  The employee shall be fluent to translate English to Spanish or Spanish to English for the CIS Ombudsman’s office and stakeholders.

The current requirements for base year are:

  • One (1) Senior Administrative Specialist to be contract team lead and provide mission support in other areas.
  • (TBD) Senior Administrative Specialist to support Ombudsman leadership (Ombudsman, Deputy Ombudsman, Chief of Staff and division chiefs) and support other CIS Ombudsman divisions as needed.
  • (TBD) Mid-level Administrative Specialists to support the Casework team and other CIS Ombudsman divisions as needed.
  • (TBD) Junior Administrative Specialists to support all CIS Ombudsman divisions as needed.
  • One (1) part-time Project Manager (approximately TBD hours per month).

Planned Set-Aside: To be determined.

Anticipated Period of Performance: 08/30/2024 through 8/29/2029

The incumbent under the GSA OASIS contract 70RDAD21FR0000151 is Strategic Alliance Business Group LLC. Period of Performance: 09/30/2021 to 09/29/2024 with a total value of $4M.
