Growth leaders identify and evaluate targets and opportunities using multiple sources. One common strategy is to target contract recompetes which are potentially vulnerable, with a primary vulnerability being contracts held by companies that have been acquired.
Case in point – Even before the ink was dry on the recent news detailing the planned acquisition of a leading consultancy that specializes in modernizing and innovating by providing Artificial Intelligence, DevSecOps, Cloud and Infrastructure, Data Management and Analytics, Cybersecurity, and Design, the OS AI team had already fielded requests looking to better understand this organization’s current contracts within certain agencies and capabilities.
We should note that being acquired does not make a company’s contracts inherently vulnerable as there are many factors in play but included here we do share more than a dozen of this group’s expiring contracts and tasks from across the Department of Homeland Security, GSA and DOD (totaling more than $300M) that will be expiring in the months and years ahead and that have drawn the most interest, to include several significant IDIQ and BPA contracts.
Most Viewed Expiring Contracts or Tasks for Octo Consulting across the Federal Civilian and DOD sector
- $14M Air Force Efinance LeaveWeb FMSuite Support – Expires 08/23
- IRS OCIO EBS Technical Support Services – Expires 08/24

- $35+M GSA FPDS and SAM Operations and Maintenance – Expires 04/25
- $115M GSA Halley’s IT Systems Services – Expires 09/24
- $24M GSA Enterprise Operations Solutions Support-Business Practice (EOSS-BP) – Expires 11/25
IDIQs and BPAs
Several IDIQs have drawn interest (with an eye on seeing if they can be acquired from IBM) to include Octo’s Prime roles on the $75B Alliant 2 GWAC. This contract, acquired via the Sevatec acquisition, has the known task awards identified above. This will be a duplicative contract for IBM.
Other multiple award contracts that have drawn interest include the
- $200M+ FCC Application Development Support Services IDIQ, Expires 05/27
- DOD Data Readiness for Artificial Intelligence Development (DRAID) BOA, Expires 03/27
- Joint Artificial Intelligence Center (JAIC) Test & Evaluation (T&E) BPA, Expires 01/26
We cannot and will not speak to the rules about another firm acquiring these contracts, but this set of key contracts has enough runway to justify an inquiry.
Dance Lightly. Do know that some of these potential requirements will NOT end up being recompeted at all for any number of reasons (e.g., contract consolidation, extension, cancellation, etc), but this list can serve as a great foundation as you build out your pipeline and evaluate future targets.
