DISA is conducting market research for comprehensive IT service management support for the U.S. Army Western Hemisphere Command G-6 and its Western Command and Control System.
The requirement supports command and control, Unified Communications, Audio/Visual and enterprise IT capabilities for the newly formed Army theater headquarters supporting U.S. Northern Command and U.S. Southern Command.
The scope includes program management, service desk and information management operations, data center and network operations, IT asset management, knowledge management and cybersecurity. Cyber support includes RMF and Authority to Operate sustainment, vulnerability management, incident response and COMSEC accountability. The requirement also includes Microsoft 365, SharePoint Online and Power Platform support.
This is a follow-on effort. The notice states that portions of the requirement, particularly IT operations, service desk and cybersecurity, are currently performed under existing contracts supporting former Army North and Army South requirements. Additional scope is associated with the establishment of USAWHC. The Sources Sought identifies FedTec, T and T Consulting Services, Trace Systems and Digital Consulting as contractors currently or recently performing portions of the work through ITES-3S, GTACS II and GSA 8(a) STARS III.
The anticipated period of performance includes a one-year base beginning in February 2027 and four option years. Performance is expected primarily at Fort Bragg and Joint Base San Antonio, with additional support at other locations.
DISA is evaluating both small and large business capabilities. The notice states that two or more qualified small businesses must demonstrate the ability to perform the requirement for DISA to make a small-business set-aside determination. Personnel require at least SECRET clearances, with selected positions requiring TOP SECRET.
This should be of interest to cleared IT services contractors with ITSM, service desk, network and data center operations, cybersecurity, Unified Communications, Microsoft 365 and enterprise IT capabilities.
