GSA RFI: Occupancy Agreement Space Inventory System (OASIS) Application Support

The General Services Administration (GSA), Public Buildings Service (PBS), Portfolio Management and Customer Service division (PTCE) is presently using the IBM TRIRIGA product to manage its agency rental agreements and building space inventory. TRIRIGA is hosted in the FedRAMP cloud for Government and is custom configured for GSA’s requirements. The implementation of TRIRIGA for GSA’s purposes has been named as the “Occupancy Agreement Space Inventory System” (OASIS), hereinafter also referred to as “the system”.

This RFI is a request of vendors to describe their capabilities and potential in meeting the following goals and objectives of OASIS:

  • Manage the support of the GSA TRIRIGA instance that serves as the source system for the inventory of GSA facilities, buildings, structures, land and certain equipment
  • Facilitate the drafting, commitment, binding and billing of space assignments and occupancy agreements between GSA and other federal agencies
  • Facilitate the drafting, commitment, binding and billing of outleases between GSA and other private entities
  • Bidirectionally integrate spatial data, occupancy data, financial data and floor plans with externally maintained Computer Aided Drafting (CAD) and Building Information Modeling (BIM) inventories
  • Bidirectionally integrate all pertinent data and document with various external systems
  • Provide GSA specific reporting requirements within the OASIS application and cloud infrastructure platform
  • Manage the system requirements backlog and deliver releases using an Agile Scrum or SAFe framework
  • Maintain, configure, and when needed, customize the system workflows, UI, and capabilities encompassing data and data management
  • Coordinate with the IBM product management team to identify platform level requirements changes and implement application and platform upgrades in the FedRAMP environment.
  • Developing solutions with the end user in mind to make it easier and faster to work with GSA.
  • Offering equitable and sustainable solutions.
  • Using technology and innovation in real estate and acquisition to transform the business of Government.
  • Enabling the Government to operate more efficiently and effectively, allowing agencies to focus on delivering their mission.

PBS IT Services (PB-ITS) holds the responsibility to contract for and manage vendors capable of providing the services that enable PBS applications to operate. Any solicitation for services will be made under the auspices of PB-ITS.

The RFI encompasses maintenance, support, project management, development, modernization, and enhancements (DM&E) to OASIS over time.

This procurement is primarily focused on ensuring that the existing OASIS functionality is maintained, secured, and enhanced, when needed. As a recently instituted application framework, it is likely – but not guaranteed – that improvements to existing functionality and the introduction of new functionality will be desired. The vendor should be mindful of this in their responses, describing their own practices for change management, requirements development, configuration management, software development, quality assurance, acceptance testing, deployment and maintenance.

GSA is looking for a vendor with the capability to ensure that the OASIS application is maintained for acceptable, ongoing use. This task shall include measures to ensure all updates, interfaces, and usability functions are delivered to add value to stakeholders of the application.
