According to the Financial and Strategic Management Support Services (FSMSS) Blanket Purchase Agreement (BPA) Performance Work Statement (PWS) this requirement is a non-personal services contract to provide technical, analytical, and research support for the Office of Electricity (OE). This Order provides for contractor support for OE’s Research, Development, and Demonstration (RD&D) divisions.

The objective of this Order is to assist OE’s RD&D divisions in fulfilling their missions to accelerate discovery and innovation in electric transmission and distribution technologies, as well as facilitate grid transformation. The division requirements support the development and demonstration of technologies to improve grid reliability, efficiency, flexibility, functionality, resiliency, and security. Program managers continue to identify new requirements for future grid components and systems, accelerating the development and validation of tools, technologies, and techniques for the next-generation grid. Specific technology areas may include: microgrids, energy storage, advanced transformers, power electronics-based equipment, advanced grid modeling, transmission and distribution system operations, controls, and protection technologies, grid communications, and grid sensors and monitoring. The contractor may also support initiatives which bring together leading experts and resources to collaborate on national grid modernization goals that are coordinated through strategic partnerships with other DOE Offices.

Scope: The contractor shall perform technical, analytical, and research support services in support of OE’s RD&D Divisions. The contractor shall support programmatic vision requirements or certain requested elements of specified requirements that are essential to develop work products that achieve mission, goals, and objectives. The work scope of project and task assignments may vary depending on the assessment of available divisional, business, technical, and management resources. The contractor will cover activities such as: multi-domain research and analysis; technical support for strategic planning; business and sector intelligence; policy analysis; technical writing; energy market knowledge; external engagement; and provide a depth of expertise in other energy sector subject matter. The contractor is to leverage its professional services and resources to supplement the RD&D Divisions to achieve OE’s mission and operational requirements while meeting established schedule deadlines. The contractor shall optimize operational efficiencies and save federal staff time while helping integrate systems and programmatic work products through each program/project lifecycle until closeout. Contractor services help address variability in OE’s day-to-day priorities and effectively support mission requirements.

The period of performance shall be for one (1) Base Year and two (2) 12-month Option Years.
