Quick Hits: $340M DHS ICE SWIFT IDIQ is heating up – 100M+ in RPA, SaaS, PaaS and Analytics RFPs to be released

One of the many topics covered in the early July interview with Will Rohde, Founder and CEO of QuantaHub Squared, (in addition to CIO-SP4 and a new AI cloud product) included initial word that the floodgates were about to break open for this new Department of Homeland Security U.S. Immigration and Customs Enforcement (ICE) Scalable Ways to Implement Flexible Tasks (SWIFT) contract. Awarded last Fall, this multiple-award IDIQ was put in place to provide the ICE Office of the CIO with agile development and O&M of applications within a new center of excellence for evaluating emerging technologies, while centered around four domains: collaborative services, visualization, Platform-as-a-Service (PaaS), and hyper-automation. 

The IDIQ awardees were awarded to the following companies under the four domains: 

The Collaborative Services IDIQs were awarded to DevTechnology and Procentrix; PaaS went to GovCIO and ICF; Visualization went to lndev and Unissant, and Hyper Automation went to Stella JV (Amivero/Steampunk JV) and Unissant. 

With the dust now settled after the May protest denial ,the agency has announced its plans to release the first set of RFPs in the coming weeks: 

  • $50M+ DHS ICE OCIO Robotic Processing Automation (RPA) Core Support – F2023063295 
  • $20M+ DHS ICE OCIO Collaborative Services domain support (SaaS services such as SharePoint Online, Teams, OneDrive, and Planner) – F2023062929 
  • $20M+ DHS ICE OCIO PaaS, Hyper Automation, Visualization and Collaborative Service Support – F2023062937 
  • DHS ICE OCIO ERO Data Visualization and Advanced Analytics (DVAA) – F2023063294 
  • 20+M DHS ICE OCIO Office of Human Capital (OHC) HR Modernization and Women in Law Enforcement (WLE) solutions support – F2023063297

These solicitations were not unexpected, so it would be challenging to sneak onto a team for any one of these bids at this point, but that won’t stop firms who have a compelling message from trying. This is just the beginning for this important IDIQ.
