While the competition for the multiple-award $500M+ U.S. Customs and Border Protection Enterprise Business Management Support Services 2.0 (EBMSS-2) is underway, the Department of Homeland Security recently confirmed its plans to squeeze in a task order competition later this Summer for a NEW Information Technology (IT) modernization and Program Management task on the existing EBMSS BPA before it expires at the end of the calendar year.
Expected to be released in mid-August, this competitive task order requirement is to provide the U.S. Border Patrol (USBP) Systems Division (SD) with a comprehensive set of Program Management and IT modernization services in support of the Branches and Programs related to SD’s IT portfolio. The current set of three EBMSS Primes that will be able to compete for this task include NTT Data, Booz Allen Hamilton, and Deloitte. It should be noted that in late FY 2022, Deloitte was awarded a one-year task order on EBMSS to provide the USBP SD with Program Management Support Services. Contenders and potential Enterprise Small Business (ESB) and EBMSS 2.0 Prime and subcontractor awardees alike will be watching the specifics of this opportunity and subsequent award closely as they lay out their near and long-term growth strategies at CBP.

We cannot and will not speculate here as to the reasons for the increased interest, but whether it is a company evaluating them as a potential partner; a federal acquisition leader doing their due diligence; or a consultant weighing their next job move, this group of companies has been receiving increased interest.
