We said this might be a moving target. It appears that the RFP to stand up a new CAII application system software support contract is, once again, slated to be released on STARS III. It is still slated for a December 2023 release.

It is a moving target. Those large and small business partners gearing up to respond to this impending RFP to stand up a new CAII application system software support contract, which will also provide some limited enhancement of certain Enforcement and Removal Operations (ERO) group of systems, should take note that the projected RFP date has not only been pushed from July to December of 2023 but it is also now slated to go out as an 8(a) set-aside action on GSA MAS, not STARS III. Given the number of changes to date, don’t be surprised to see the RFP released details for this contract move again.

Most, if not all, of the women-owned small business CIO-SP3 SB Primes that were gearing up to compete on an upcoming RFP which is expected out mid-Summer to support this program which provides information technology tools that facilitate the identification of criminal aliens for removal from the U.S., will now need to find an 8(a) STARS III Prime contract holder if they want to be in play to compete for this 5-year Department of Homeland Security Immigration and Customs Enforcement (ICE) software support services contract.
The focus for the next generation of the Criminal Alien Identification Initiative (CAII) Software Operations and Maintenance (O&M) Support Services contract is to take corrective, adaptive, or perfective actions (to include enhancements) to the CAII application system and to provide some limited enhancement of the systems, subsystems, databases and web services for the Enforcement and Removal Operations (ERO) group of systems, to include the Alien Criminal Response Information Management (ACRIMe) system. Earlier this year, DHS had announced that this RFQ would be released as a WOSB set-aside action on CIO-SP3 SB, but the agency recently noted that this is now expected out in mid-July on the GSA STARS III GWAC.
The predecessor contract to provide Agile software development for Solution Integration and Tier III support for CAII and ACRIMe was last awarded in 2019 to Credence. Specific award details and spend to date on that contract can be found here. Of note is that Credence is part of an SBA-approved 8(a) Joint Venture (JV) between Dynamo Technologies (Protégé) and Credence (Mentor), with this JV entity holding a Prime position on STARS III GWAC.
