The U.S. Citizenship and Immigration Services (USCIS) Office of Information Technology (OIT) is poised to release a Request for Proposal (RFP) in mid-July for the procurement of technical agile consulting support services. This new contract, named Business Architecture Development & Strategic Specification Design (BAD&SSD), aims to create and document system roadmaps, project plans, and evaluate new technologies. It will also involve capturing functional and technical requirements, business processes, enterprise architecture, and data exchange mechanisms for both new and existing IT systems across the Enterprise. Additionally, the contract will refine security and privacy requirements to ensure the integrity and confidentiality of the systems.

The BAD&SSD project builds on the current Technical Agile Coaching Services (TACS) contract, which was last awarded to incumbent contractor, Alethix, which was acquired by IntelliBridge in 2021. That task which was awarded at 3 years in duration and $18M in total contract value, was competed on the USCIS Services for Enabling Agile Delivery (SEAD) BPA. The upcoming contract will cover the entire lifecycle of IT systems, from idea formulation through delivery to operation and maintenance. This holistic approach is designed to enhance the agility and responsiveness of USCIS IT systems, enabling them to better meet the evolving needs of the organization. The new contract is expected to span four years with a total value exceeding $20 million.

The new RFP, however, will be released under the CIO-SP3 SB GWAC as a small business set-aside, offering a potential opportunity for new competitors to vie for an opportunity to contribute to USCIS’s agile transformation journey.
