There were 22 bidders the last time this was competed, and the news of out DHS this week that the next iteration of this key multiple-award U.S. Citizenship and Immigration Services Transformation Delivery Division (TDD) contract is expected out next Spring, will only further help jumpstart BD and Capture activities for many. This announcement comes on the heels of an RFI being released earlier this year.   

The focus for this high-profile USCIS contract is expected to encompass three key task areas: Transformation DevOps, Infrastructure Maintenance Service Agile Operations, and User Experience Design/User Interface Design (UXD). The DevOps task focuses on providing a microservices-based architecture on the OpenShift Platform for delivering capabilities in the public cloud for the Electronic Immigration System (ELIS). Infrastructure Maintenance ensures a standardized, automated build process and environment for frequent integration, testing, monitoring, infrastructure cluster management, and database management. UXD enhances ELIS by conducting user research, process analysis, iterative prototyping, and content strategy to improve user interaction and design quality. 

The predecessor contract was last awarded in July 2022 to four companies: Softrams (70SBUR22F00000114) , ADG-REI (70SBUR22F00000112); DV United (70SBUR22F00000113) ; and Alpha Omega (70SBUR22F00000197), with the contract seeing close to $200M in obligated funds/contracts to date – see details for each contract above.  That RFP was competed on CIO-SP3 SB.  

The RFP for the next iteration of this contract is expected to be released in March of 2025, but continuing the trend of many DHS contracts moving away from NITAAC, this RFP is tentatively expected to be competed as a small business set-aside on GSA MAS.  

Much is still TBD, but what we do know is that the jockeying by potential bidders and acquisition shops is just getting started, so expect that this could be a moving target.
