The Army is conducting market research for an 8(a) requirement supporting the Defense Commissary Agency’s Enterprise Program Management Office and Chief Technology Officer.
The draft requirement calls for an IDIQ supporting DeCA programs, projects and systems through program management, DoD acquisition, business and financial management, systems engineering, test management, product support, business process and requirements management, and technical analysis.
The work supports DeCA’s management and modernization of business IT systems used across approximately 238 commissaries worldwide. The draft PWS identifies major programs including DeCA’s point-of-sale environment and Enterprise Business Solution, which supports modernization of the agency’s resale business operations. The contractor could support systems and programs managed by the DeCA PMO and CTO at the enterprise, portfolio, program and system levels.
The technical scope also includes enterprise architecture, cloud planning, application portfolio modernization, information assurance, database engineering, software and systems analysis, pilots and proofs of concept, and analysis involving data, artificial intelligence and machine learning. The core of the requirement, however, is program, acquisition and technical management support rather than development of a specific technology platform.
The draft PWS contemplates a base period and four option years, with individual requirements issued through task orders. The Sources Sought is identified as an 8(a) set-aside under NAICS 541611. No contract value is provided in the materials.
This should be of interest to 8(a) management consulting and IT services firms with DoD acquisition, program management, systems engineering, enterprise architecture, financial management, test and technical advisory capabilities.
