The Space Rapid Capabilities Office has issued an RFI for a potential 12-month effort to expand its Space Warfighting Architecture Navigator and support portfolio analysis, acquisition decision-making and organizational transformation.
The requirement centers on four areas. SpRCO is seeking support to expand the existing Government-owned SWAN model and database across priority space-centric mission threads; provide portfolio and funding decision support; use mission-thread analysis to prioritize Science & Technology, modeling and simulation, intelligence collection, sustainment and readiness needs; and support changes to SpRCO acquisition processes and operating models.
SWAN expansion would include mission-thread decomposition, validation of metrics with operators, and collection of system and subsystem program milestone data and sustainment dependencies. The expanded capability would support tradespace analysis across SpRCO programs and capabilities.
Portfolio support would include modeling funding scenarios, mission return-on-investment analysis and development of materials supporting acquisition decisions, Program Objective Memorandum trades and budget submissions.
The organizational component includes evaluation of SpRCO portfolios, operating-model design, organizational structures and responsibilities, talent strategies, processes for program acceptance and capability trades, transformation roadmaps and training personnel on mission-thread analysis.
SpRCO is asking respondents to demonstrate experience with mission-thread decomposition, acquisition program data integration, Government-owned analytical capabilities or software, POM tradespace modeling, cost-to-mission capability analysis and organizational transformation in high-security environments, including TS/SCI/SAP.
The agency is also assessing whether the required services and tools are available as commercial offerings and through existing Government contract vehicles.
This RFI should be relevant to space and defense consulting firms, mission engineering and analytics contractors, acquisition and portfolio strategy firms, modeling and simulation companies, and contractors with experience supporting classified space environments.
