The Department of War (DoW), through the Defense Information Systems Agency (DISA), has issued a justification for awarding a task order to Amazon Web Services (AWS) in support of the Olympus Analytics Infrastructure program. The notice, published April 13, 2026, outlines the rationale for a sole-source award under the Joint Warfighting Cloud Capability (JWCC) contract vehicle.
The effort, formally identified under Task Order HC105026F0008 and awarded on April 3, 2026, supports the development and operation of Olympus, an emerging cloud-based analytics and artificial intelligence platform designed to accelerate adoption of commercial cloud capabilities across DoD mission partners.
Olympus is intended to function as a managed hosting environment and common services platform, enabling advanced data analytics, machine learning, and generative artificial intelligence (GenAI) capabilities within a secure Impact Level 5 (IL5) environment. The platform supports integration of large language models (LLMs), including third-party models, along with data services, identity management, and cross-organization collaboration features. DISA justified the award to AWS under an exception to fair opportunity, citing that only one vendor is capable of meeting the government’s minimum requirements. According to the justification, AWS is uniquely able to provide a combination of GenAI services, third-party model hosting, and IL5-certified infrastructure required for the Olympus platform.
Market research conducted among JWCC contract holders indicated that while other cloud service providers offer partial capabilities, none currently deliver the full set of requirements. Specifically, the ability to host a diverse suite of third-party LLMs within an IL5 environment was identified as a critical differentiator.
The agency also noted that Olympus has already been developed within the AWS environment, including substantial infrastructure-as-code and automation components. Transitioning to another cloud provider would require significant reengineering, resulting in increased costs and an estimated delay of 18 to 24 months.
DISA concluded that awarding the task order to AWS ensures continuity of operations, avoids duplication of prior investments, and enables timely delivery of mission-critical capabilities to support DoD modernization efforts.
The procurement was executed under the JWCC indefinite-delivery, indefinite-quantity (IDIQ) contract framework, allowing the DoD to issue task orders to pre-approved cloud service providers while maintaining flexibility for mission-specific requirements
