This is a request for authorization to procure services without full and open competition (Sole Source) for the Acquisition of Commercial Service, specifically the FPI IT Security and Support Team. FPI holds one active contract (PO# 1450043995) for these services, which is set to expire on March 18, 2025.
We are requesting approval of a single source bridge contract with vendor QuestTech for IT security and support services for a period not to exceed one year. This award will allow for continuity of services while the new Vendor contractors obtain the security clearances necessary to allow their employees authorized access to a Department of Justice system and network environment. A requirement for these services was solicited and closed on November 10, 2025, with an award made on February 20, 2026. Unfortunately, following the award date, the new Vendor has not had sufficient time to obtain security clearances for their employees. This is required in order for them to be able to perform services on the contract. Security clearances currently require approximately 120-180 days to process. This exceeds the 90-day transition period and prevents the new contractor from meeting the service start date mandated by the contract. With FPI undertaking three IT Systems audits this fiscal year, having a lack of security team personnel would greatly hinder FPI’s audit readiness and performance. FPI’s IT Security and Support Services are vital for FPI operations, and with the constrained timeline for the new Vendor obtaining the required clearances, and the current POP expiration date quickly approaching, FPI is seeking a 12-month bridge contract of the existing contracts to ensure continuity of operations. This bridge contract will be concluded once the new contractors have been cleared to perform services.
