HHS IHS to award contract to drive IHS Microsoft Intune MDM platform integration with HHS Smart Card Management System (SCMS)

The U.S. Department of Health and Human Services (HHS), Indian Health Service (IHS), Division of Acquisition Policy (DAP), on behalf of the IHS, Office of Information Technology (OIT), intends to award a Task Order on a sole source basis to Deloitte Consulting LLC of Arlington, VA, to support the integration of the IHS Microsoft Intune Mobile Device Management (MDM) platform with the Health Human Services (HHS) Smart Card Management System (SCMS). The anticipated period of performance will be for three months.

The sole source action will be issued under the authority of Federal Acquisition Regulation
(FAR) 6.302-1 & 16.505(b)(2)(i)(B) – only one responsible source available due to exclusive contract holder CIO-SP3 GWAC (HHSN316201200018W) to provide integration services to the SCMS platform for IHS. Deloitte Consulting LLC is the sole provider of integration services to the SCMS platform required by IHS.

It is anticipated that the Government will award a Firm Fixed-Price (FFP) Task Order for this requirement. The North American Industry Classification System (NAICS) code is 541512 Computer Systems Design Services, with a size standard of $34.0M. The Product and Service Code (PSC) is DA01 IT and Telecom—Business Application/Application Development Support Services (Labor).

This notice of intent is not a request for competitive quotes. Interested persons may identify their interest and capability to respond to the requirement or submit a quote to Contracting Officer, Javier Medina-Velazquez at javier.medina-velazquez@ihs.gov.

Information received in response to this notice will be considered solely for the purpose of
determining whether to conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, and other information that demonstrates their ability to meet the Government’s needs.

At this time, no solicitation document is available, and telephone requests will not be honored. No contract will be awarded on the basis of quotes received in response to this notice. If no affirmative written responses are received by 05/28/2025 @10am Eastern Standard Time (EST) a contract may be awarded to Deloitte Consulting LLC.
