Perspective, Relationships, and What’s Ahead for J29’s new Vice President Kathy Dass

With recent recognition as One of the Top Emerging Federal Government Consulting Services Powerhouses; being named to the Inc. 5000; being named yet again as an Elev8 GovCon Honoree, and among the Federal IT and Consulting teams Stand Out on Washington Post Top Workplaces 2024, it is no surprise that J29 is attracting top talent. We caught up with Kathy Dass, newly announced Vice President of Programs & Delivery, to find out more about her unique perspective and what it means for the company, her view on some of the key trends in the federal space, and the relationships she is looking to make, and further evolve.

Leveraging Unique Perspective

I have spent over 16 years in government contracting (GovCon), leading diverse programs across multiple federal agencies and technologies. My career has given me a unique perspective, having worked in acquisition, policy, healthcare IT, defense, and emerging technologies like AI and cloud computing. I’ve led teams delivering large-scale federal contracts, driving digital transformation, and implementing innovative solutions that enhance government efficiency.

Beyond program execution, I’ve played a strategic role in shaping growth initiatives, expanding organizations into new markets, and fostering strong partnerships across the GovCon landscape. My leadership experience spans operations, business development, and technology transformation, and I’m passionate about building high-performing teams that drive mission success.

The Draw of Mission and Values

J29 stood out to me because of its mission and values—being an employee-centric organization that prioritizes both its people and outstanding delivery. I was particularly drawn to the leadership team, especially working side by side with Nick and Tracy, whose vision and approach to growth align with my own leadership philosophy.

J29’s accelerated growth, commitment to excellence, and ability to stay true to its core values in a competitive GovCon landscape made the decision to join an easy one. The company is at a pivotal moment, and I’m excited to be part of a team that is scaling with both intention and integrity.

A Network of Partners

I bring a strategic mindset, an extensive network of industry partners, and leadership experience across different federal agencies and technology domains. My background in technology-focused programs—especially in AI, cloud, and data-driven initiatives—will help J29 expand its capabilities and position itself for new opportunities.

Additionally, I’ll be focused on:

  • Strengthening partnerships to support J29’s growth into new contract vehicles and federal agencies.
  • Driving operational efficiencies and scalable strategies to support long-term sustainability.
  • Leveraging my experience in both large and small business environments to help navigate GovCon’s evolving landscape.

J29 has an incredible foundation, and I look forward to helping accelerate its growth while staying true to its mission and values.

Federal Trends to Note

A few key trends are shaping GovCon right now:

  • AI and Data Modernization: Agencies are increasingly prioritizing AI/ML and advanced data analytics to improve decision-making and operational efficiency. J29 is well-positioned to help agencies navigate this shift.
  • Cybersecurity and Zero Trust: With evolving federal mandates, there’s a heightened focus on security frameworks that enhance resilience against threats.
  • Acquisition Reform and Procurement Challenges: Agencies are looking for more agile, flexible contracting solutions, and companies that understand this landscape will have a competitive edge.
  • Workforce Shortages and Talent Gaps: Attracting and retaining top talent, especially in specialized areas like AI and cybersecurity, is a growing challenge in the industry.

J29’s ability to stay ahead of these trends and offer innovative, mission-driven solutions will be key to its success in the GovCon space.

A Call to Small Business

Partnerships are critical for driving innovation and expanding capabilities in GovCon. At J29, we’re particularly interested in working with small businesses that bring expertise in:

  • Data analytics and AI/ML – Companies that specialize in leveraging AI to improve decision-making and operational efficiency.
  • Rapid Application Prototyping (RAP) – Firms that can develop and deploy solutions quickly in fast-moving mission environments.
  • Cybersecurity and Cloud Solutions – Partners who can help strengthen federal security postures and enable seamless digital transformation.

We are also looking to collaborate with SDVOSBs and HUBZone firms that align with our mission and can help us expand into new contract vehicles. GovCon is built on strong partnerships, and we’re always looking for like-minded firms that share our commitment to excellence and innovation.
