RFP is out: $28M Treasury OCC CMS Solution and Digital Services Vision/Modernization BPA

Content Management System (CMS) and digital services leaders ICYMI – the Department of Treasury Office of the Comptroller of the Currency (OCC) released the long awaited RFP early this week as an unrestricted competition.  

The primary scope of the work outlined in a recent RFP is to modernize the Office of the Comptroller of the Currency’s (OCC) content management system (CMS) and digital services through a Blanket Purchase Agreement (BPA). The BPA is aimed at facilitating a multi-step process: 

  1. Replacement of Legacy CMS: Migrating OCC’s seven websites and associated digital services from the existing Percussion Rhythmyx CMS to a new cloud-based platform, ensuring the CMS is on a Federal Risk and Authorization Management Program (FedRAMP)-authorized Moderate Platform as a Service (PaaS) or Software as a Service (SaaS). 
  2. Digital Services Vision and Roadmap: Developing a future vision and roadmap for digital services that will guide the modernization efforts. This includes conducting market research, benchmarking against other federal agencies, and analyzing business and technical requirements. 
  3. Modernization Implementation: Applying the roadmap to implement improvements in technology, processes, and training related to digital services, as well as maintaining the legacy systems until they are fully replaced. 
  4. Operations and Maintenance (O&M): Providing ongoing support for the legacy CMS, which includes project management, security compliance, application support, and help desk services. 

Background: Since its inception, the OCC has expanded its digital presence from two to seven websites, offering a range of services for various stakeholders, including national banks, federal savings associations, and bank employees. The current CMS, Percussion Rhythmyx 7.3.2, was implemented in 2011 and has since grown to support a broad spectrum of digital products and services, though some advanced features are not fully utilized. 

The RFP indicates that the OCC is seeking a contractor with experience in web content creation, deployment, and development of strategies compliant with federal government standards to carry out this modernization process.
