An RFI that is currently on the street has one rapidly emerging woman-owned and service-disabled veteran-owned small business on the hunt for IT services firms and individuals (1099/independent contractors) who have direct relationships and/or past experience supporting the Office of the Secretary of Defense, Chief Digital and Artificial Intelligence Office (CDAO).

Background 

“Established in February 2022, the CDAO is charged with leading and overseeing the Department of Defense’s (DoD) strategy development and policy formulation for data, analytics, and Artificial Intelligence (AI). The CDAO works to break down barriers to data and AI adoption within appropriate DoD institutional processes and to create enabling digital infrastructure and services that support DoD Components’ development and deployment of data, analytics, AI, and digital-enabled solutions. The CDAO selectively works to scale proven digital and Al-enabled solutions for enterprise and joint use cases as well as surge digital services for rapid response to crises and emergent challenges. Additionally, the CDAO provides a sophisticated cadre of technical experts that serve as a de facto data and digital response force able to address urgent crises and emerging challenges with state-of-the-art digital solutions. The CDAO’s functions reflect the rising strategic value of information to decision-making and advanced capabilities from the boardroom to the battlefield. 

To support this mission, CDAO requires comprehensive Information Technology (IT) services under one contract to ensure enterprise-wide continuity. The contractor will create, deliver, and maintain a crossfunctional, end-to-end IT business environment that is synchronized to rapidly respond to warfighter needs in the most effective way possible. The contractor will also provide full lifecycle IT support for CDAO enterprise platforms to include Advana operating on NIPR, SIPR, JWICS, Edge, and SUNet. Advana is a multi-capability platform that targets a broad DoD customer base to include consumers of data and builders that develop a variety of business intelligence, Artificial Intelligence/Machine Learning (AI/ML) applications, web applications, and other related business applications to provide insight to data on the platform. The contractor’s support for Advana, and other platforms will include program management, enterprise platforms and infrastructure, data and AI services, and product management. The place of performance will be CDAO locations in the Washington, District of Columbia (D.C.) area, global operations supporting the Combatant Commands across the United States and internationally, and the contractor’s facilities. The security classification of work to be performed under this Task Order (TO) will CUI//SP-SSEL be up to the Top Secret/Sensitive compartmented Information (TS/SCI) level.”
