In what has been a moving target, the latest word out of DHS is that, despite the incumbent being large, the RFP for this five–year Cybersecurity and Infrastructure Security Agency Cybersecurity Division (CSD) Operational Support Services contract will be released as a small business set-aside after all. Of note is that the projected solicitation release date has been pushed back to July. Hold on tight as this one may change yet again.

Those firms who had been gearing up to bid on a multiple-award fiveyear Cybersecurity and Infrastructure Security Agency Department of Homeland Security Cybersecurity Division (CSD) support services IDIQ next Spring should note that the latest word out of DHS is that this will now be a single-award action, not multiple. The Total Contract Value will be lower as a result. The RFP is slated to be released in May using the GSA OASIS vehicle. There is no word yet on whether this will be a small business set-aside or unrestricted.

Update: New details shared by DHS appear to be very good news for those firms interested in pursuing the next iteration of this fiveyear Cybersecurity and Infrastructure Security Agency Department of Homeland Security Cybersecurity Division (CSD) support services contract. It does appear that this contract will indeed be competed after all AND this will actually be a multiple-award IDIQ. 

The CSD Program Support Services contract held by Deloitte is currently scheduled to expire in early 2024. For reference sake, the spend on this contract over 30 months exceeds $70M. Details and spend to date for contract 70RCSA21FR0000037 can be found here. 

DHS noted earlier this week that they would be making a non-competitive award (presumably to the incumbent) and we shared that news below, but late yesterday afternoon, DHS provided some additional details. It now appears that the solicitation for this recompete has been pushed back to late March of 2024 and, instead of this being awarded as a single award contract, CISA now plans to compete and award this requirement as a Multi-Award IDIQ. The number of awards has not been announced and any decision about set-aside opportunities is still to be determined.

With the current contract set to expire in early 2024, it appears that the agency will be forced to take some action to extend the existing contract (thus the planned non-competitive action) until the new IDIQ is in place and task orders can start flowing. More will be shared as it is made available.

Update: Those firms interested in pursuing the next iteration of this Cybersecurity and Infrastructure Security Agency Department of Homeland Security Cybersecurity Division (CSD) support services contract may have their work cut out for them. 

A solicitation had been expected to be released before the end of calendar year on GSA OASIS, but the latest word out of DHS is that they currently do not plan to compete this contract. It is unclear whether thatt means that this will be a sole source /logical follow-on?

Limited details have been provided at this time, but we fully expect companies, large and small, will be working overtime to better understand the situation and influence how and where this will be competed. More will be shared as it is made available.

Update: The latest word out of the Department of Homeland Security is that the competition for this Cybersecurity and Infrastructure Security Agency contract to provide a range of project management, essential strategy and policy support, and technical assistance services to support cybersecurity missions, has been pushed into the new fiscal year. This Cybersecurity Division (CSD) Operational Support Services contract is still slated to be competed on GSA OASIS, with the RFP now expected to drop in late October.

A request was recently provided to OS AI from an equity backed mid-tier professional services company that is seeking additional details related to this upcoming Department of Homeland Security RFP seeking project management, strategy and policy development, and technical assistance services, which drew 12 bidders the last time around.
