Fresh Squeezed Daily: $60M+ FEMA OCFO Financial Systems Modernization, Program Integration and Support Services BPA Opp

A research request was recently provided to OS AI from a recently acquired and equity backed mid-tier IT and management consulting firm focused on transforming the public sector to achieve fiscal responsibility, efficiency, and transparency, looking for details related to a potential FY 2023 recompete of this Department of Homeland Security Federal Emergency Management Agency BPA to support emerging OCFO requirements.

We at OrangeSlices AI do believe in the need for more and better-informed competition, so provided below are 1) opportunity details provided by the requestor; 2) some key points of contact; 3) related pursuit/capture data; and 4) when possible, projected odds of this contract going back to the incumbent.

Competitive Details (if known) related to the predecessor contract:

Note from OS AI: The request came in with a request for a FY 23 recompete. It is possible that, if recompeted, this will be released in FY23, but this is more likely an early FY24 (late calendar year 2023) solicitation release with an award in early 2024.

Scope: This 5-year Internal Controls Program Integration and Support Services BPA was “put in place to support a range of current and emerging FEMA OCFO needs. Some of the task awards to date range from providing resource data support for the FEMA office of policy and program analysis; financial systems modernization program and project management support services; providing support to the FEMA office of the CIO in analyzing plans processes that support IT general controls assessment and support; and supporting programmatic and technical needs for the FEMA mission support; to providing business improvement support services to OCCPO; audit support for the FEMA/OCIO; integration support services for the OCFO; and providing the FEMA financial management division with enhancement of the accounts payable accrual module and the existing tier access tool.”

** Please note that OS AI will not speculate here as to the accuracy of any scope details provided and/or any current plans related to the timing, details, and likelihood of any recompete.
