John Rabin Joins Disaster Management Practice
Reston, Va. (December XX, 2024) — ICF, a global consulting and technology services provider, announced John Rabin as vice president in the disaster management practice. In this role, Rabin will be responsible for assisting communities in preparing for, responding to, and recovering from disasters and other incidents.
Rabin brings over 20 years of operational experience, including the last 12 at FEMA. He was most recently the Assistant Administrator for Response, where he was responsible for the delivery of a coordinated Federal emergency management response to state, local, tribal, and territorial communities impacted by natural disasters, acts of terrorism, or other emergencies. This includes the leadership and management of the National Urban Search and Rescue System, Disaster Emergency Communications, the National Response Coordination Center, and numerous national planning, warning, and reporting organizations.
Prior to his tenure running Response, he previously led the Field Operations Directorate where he was responsible for the training, readiness, and leadership of the 14,000 members of FEMA’s disaster response workforce. In 2017, he was the acting Regional Administrator in FEMA Region 2 and led the initial life-saving and life-sustaining operations in Puerto Rico and the United States Virgin Islands during Hurricanes Irma and Maria.
“John is an experienced leader with a proven track record of navigating complex, emergency management crises,” said Gene Costa, ICF executive vice president and disaster management division leader. “I am confident that he will make a significant impact and excited to have him on our team.”
“I am thrilled to be joining ICF and applying my experience to help our clients during their most significant challenges,” said Rabin. “I look forward to working with ICF’s dedicated team to support communities when they need it most.”
