The Federal Emergency Management Agency (FEMA) is seeking information regarding the configuration of IBM Maximo software to address specific requirements outlined in the Temporary Transportable Housing Units (TTHU) Lifecycle Process Management System (LPMS). FEMA aims to enhance its capabilities in managing TTHU missions efficiently presently there are two different types of TTHU being utilized.  FEMA has approximately 6,000 TTHU in inventory at a given time, this number can fluctuate for various reasons.

The Federal Emergency Management Agency (FEMA) is seeking information regarding the configuration of IBM Maximo software to address specific requirements outlined in the Temporary Transportable Housing Units (TTHU) Lifecycle Process Management System (LPMS). FEMA aims to enhance its capabilities in managing TTHU missions efficiently presently there are two different types of TTHU being utilized. FEMA has approximately 6,000 TTHU in inventory at a given time, this number can fluctuate for various reasons. Recreational Vehicles (RVs) are towable units placed on private, commercial, or group sites. RVs are available for applicants with households of five or less and who need temporary housing for six months or less. Manufactured Housing Units (MHU) are available in one to three bedrooms, depending on an applicant’s pre-disaster household composition. Multiple TTHUs may be used for larger households. TTHUs can be placed on private, commercial, or group sites for households requiring temporary housing for more than six months. The TTHU are housed/stored in two locations Cumberland, MD and Selma, AL. Once a Disaster Declaration for Individual Assistance has been established a TTHU Field Operations Staging Yard will be established. This Field Operations Stagging Yard will then house TTHU until they are placed into use for a Disaster Survivor at specific location. Once the Disaster Survivor no longer requires use of the TTHU it will either be disposed of or returned into FEMA inventory. The TTHU LPMS would manage and track all TTHU’s across the entire lifecycle, across seven different domain areas: 1 Procurement/Manufacturing, 2 Storage, 3 Staging, 4 Haul and install, 5 Occupancy and Maintenance, 6 Deactivation, and 7. Disposition. Each domain will capture multiple lines of information, some of which will overlap into other domains. LPMS consists of four different environments one production and three non-production integration with other FEMA database type systems will be needed for the sharing of information. Be advised that all responses to this RFI will be utilized by FEMA to gain an understanding of the products, capabilities, and options available within the market. No feedback will be provided to vendors on their individual responses to this notice.
