While supporting the Facilities Management Division is outside of the stated capabilities for many traditional IT businesses, Small Business will take note as the latest word out of DHS is that a December RFP recompete of this contract, held by incumbent Deloitte (which had previously been competed and awarded unrestricted), is expected to enter the Small Business Program.
This is the recompete of a 5 ½-year contract awarded to Deloitte in 09/18 (see spend and contract details here – 70CMSW18FR0000103) and a one-year sole source follow on-contract awarded to Deloitte this past Spring (see spend and contract details here -70CMSW24FR0000037). The initial contract was competed on GSA FSS, drawing three bidders.
For the next generation of this contract, ICE seeks a single contractor for a 5-year contract to support the Office of Asset and Facilities Management (OAFM) in developing and maintaining real property management processes, ensuring comprehensive facilities project management, and facilitating transparent stakeholder communication. The contractor will also oversee real property portfolio management, including lease oversight and capital project planning and documentation.
The RFP is tentatively expected to be released as part of the small business program on GSA MAS in December using NAICS 541611. 6 months is an eternity in GovCon time, so we expect many will be working to influence the direction of this procurement.
