The contractor shall provide analytical, technical and administrative support services for the EPA-OECA-OCE in support of enforcement compliance.

Scope

The contractor shall provide analytical, technical and administrative support services for OCE and regional offices. The contractor shall submit all work products for review and approval to the appropriate EPA personnel in draft format or prior to its issuance in final format, in accordance with the terms and conditions of the contract and directions in the Task Orders and Technical Direction. EPA will review all products prepared by the contractor and make all final determinations. The contractor shall not make any decision for the Agency nor develop EPA policy. In no event shall the contractor provide legal services or offer any legal interpretations under this contract without the prior written approval of the EPA Office of General Counsel (OGC) and OECA.

The following are general tasks or requirements grouped together as functional categories which will serve as the sources for Task Orders issued under this contract. A Task Order may include one or a combination of the tasks reflected in these functional categories.

Enforcement Program Development and Implementation
