The US Environmental Protection Agency (EPA) has a requirement for continuation of services under the current contract EPG17H01403, as described below. EPG17H01403 expires on August 23, 2023. The Government is in the process of competing, negotiating, and awarding follow on services to this contract in accordance with the Federal Acquisition Regulations (FAR). However, the contract for follow on services may not be awarded prior to the expiration date of EPG17H01403 and even if award is made by the expiration, transition services will be required. The services under this contract are critical and cannot lapse. The EPA intends to negotiate, on a sole source basis, with KLC Network Services, Inc. 590 Herndon Parkway, Suite 500, Herndon, VA 20170, a modification to contract EPG17H01403 to extend services under this contract, not to exceed sixty (60) additional days of service, until such time that the competition for the follow-on contract for PeoplePlus (PPL) Operations, Maintenance, & Support Services is completed and a follow-on contract is awarded.
KLC Network Services, Inc. currently provides PeoplePlus (PPL) Operations, Maintenance, & Support Services to the EPA’s OCFO, under contract EPG17H01403 and has provided these services and support under said contract since February 2017. The continuity that KLC Network Services, Inc’s services will provide are critical to EPA’s financial systems and to ensure continuity of mission critical work.
There are no other entities that have the capability of providing the level, breadth, and depth of support that are required by OCFO in order to continue mission critical activities with the least amount of disruption in a short period of time on a temporary basis.
KLC Network Services, Inc is best suited for continuing to provide the above indicated services and support for the requested Sixty (60) day extension as they have the necessary infrastructure, personnel, and supplies already in place and fully functioning. This will guarantee continuity of services for the EPA’s critical financial systems while the Government completes the competition and award for the follow-on OCFO PeoplePlus (PPL) Operations, Maintenance, & Support Services contract.
