The U.S. Government (USG) seeks information from qualified accredited universities capable of facilitating analytic outreach opportunities between subject matter experts (SMEs) and the National Ground Intelligence Center (NGIC) in Charlottesville, VA.
The contractor shall be an accredited four-year university and provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform all analytic outreach engagement services as defined in this performance work statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract using a cost-effective approach that enhances NGIC’s ability to achieve its national defense mission.
Objectives.
- Identify and recommend subject matter experts (SMEs), scientific advisors, and unclassified resources for collaborative analytic outreach engagements.
- Coordinate and host collaborative analytic outreach engagements for NGIC to facilitate information sharing across other service components and intelligence agencies. All engagements shall be with U.S. persons, in accordance with Executive Order 12333.
- Provide a central, full-service location to conduct analytic outreach expert events and support other NGIC off-site engagements.
Scope. This PWS describes the entire spectrum of non-inherently government services and solutions required to support NGIC’s analytic outreach expertise and off-site engagement requirements. Under this contract, the contractor shall converge and deliver expertise in a variety of forms from academia, private industry, and think tank institutions to advance understanding of global issues affecting foreign militaries that present critical challenges to the United States, and in achievement of NGIC, DoD, and intelligence community (IC) priorities.
The period of performance shall include one 12-month base year and four 12-month option years.
