The Army Contracting Command (ACC), Aberdeen Proving Ground (APG), on behalf of The United States Army, 2nd Theater Signal Brigade (2TSB) (Army), is seeking information on capable business sources that can support commercial software service for the Configuration Accounting Information Retrieval System (CAIRS) Theater Telephone Management Systems (TMS), for Army Telecommunication Network and Operations.

Scope: The Contractor shall provide CAIRS subscription from Manufacturer: Unique Communications of Henderson, Nevada, and software life cycle support to include CAIRS modernization and infrastructure software updates, patches, application error fixes, work around SQL scripts for missing queries, feature enhancements. Contractor shall optimize the automation and integration of telecommunication services and processes to CAIRS.net and the Subscriber Portal applications in support of USAREUR and the Army Unified Communication and Telecommunication Infrastructure in Europe.

Services include life cycle software support for the maintenance of CAIRS UC/TNMS infrastructure and Army’s Telecom Basecom Operations in the European Theater. The contractor shall accomplish:

  • Support of administration and configuration, updates, to SQL database and server.
  • Subject Matter Expert (SME) support administrating and maintaining the EWSD OMT workstation.
  • Perform troubleshooting on CAIRS application and systems.
  • Perform troubleshooting, testing, and upgrades to CAIRS application.
  • Develop and maintain installation configuration and baseline.
  • Provide resources required to test the CAIRS UC/ TNMS, provide Software Test Plan, Systems/Subsystem Design description and provide resolution to identified issues.
  • Provide Certified CAIRS SME fully knowledgeable and certified on CAIRS UC/ TNMS platform to include hardware and software.
  • The Contractor shall provide feature enhancements and optimized automation for process improvements in the CAIRS system; both via remote and on-site support.
  • The Contractor shall roll-out support both remote and onsite as required for optimizing UC/Telecommunications services, acquisitions, reporting, and vendor invoicing processes…

The period of performance consists of a twelve (12) month base period beginning from the point of award with the option to extend up to one (1), twelve-month options.
