USCIS Office of Policy & Strategy (OP&S) Regulatory Coordination Division (RCD) has a requirement for Regulatory Support Services. This work is to develop quality regulations by providing responsive, professional support in public comment analysis and categorization, and analytical research and evaluation. The objective of this requirement is to obtain services including regulatory evaluation, administrative support, data management and tracking (e.g., ability to monitor, review, synthesize, categorize, track, and report on comments received from external stakeholders via the Federal Document Management System) as well as technical and report writing.
The services sought through this RFI include, but are not limited to:
- Data Collection and Management: Efficiently collect and manage public comments submitted through various channels.
- Comment Analysis: Utilize advanced analytical tools and methodologies to categorize, summarize, and analyze public comments.
- Sentiment Analysis: Conduct sentiment analysis to gauge public opinion and concerns.
- Reporting: Provide comprehensive reports that highlight key themes, stakeholder concerns, and potential impacts on proposed regulations.
- Recommendations: Provide actionable recommendations based on the analysis to inform regulatory decisions.
- Compliance: Ensure all services comply with relevant federal regulations and USCIS policies.
This order has a base performance period of one year and two one-year option periods to be exercised at the government’s discretion.
