The latest word out of the Department of Homeland Security’s U.S. Immigration and Customs Enforcement (ICE) is that the RFP related to the recompete of this 4-year Homeland Security Investigations (HSI) contract is expected to be released as early as mid-September.

This small business set-aside OSDMIS contract, to be issued on the GSA MAS under NAICS 541511, will seek a vendor capable of providing comprehensive design, development, and maintenance services for existing and emerging OSDMIS projects. The successful bidder will need to demonstrate expertise in automation tools such as Microsoft SharePoint and Angular, delivering not only software configuration and customization but also ongoing support and performance monitoring.

The scope of this contract is extensive, covering the implementation of Agile Software Development techniques to ensure rapid delivery and enhancement of software solutions. The vendor will be tasked with project management support, requirements gathering, and the full spectrum of application development activities, including design, prototyping, testing, and documentation. Moreover, the contract emphasizes the importance of adaptive and perfective changes to keep the systems aligned with evolving needs. By delivering innovative, automation-based solutions, the chosen vendor will play a critical role in advancing HSI’s strategic mission and objectives, ensuring that operational systems are robust, efficient, and responsive to the dynamic demands of ICE and HSI.
