After it migrated to the Coast Guard Enterprise Cloud (CGEC), C5ISC has a continued need for a small business to provide sustainment and maintenance support for this system which serves as a full-lifecycle Human Resources (HR) and payroll solution for the US Coast Guard.
The incumbent on this effort is Service-Disabled Veteran Owned Small Business ADDX, who has supported the Direct Access Hosting (DAH) effort since 2012. According to a recent ADDX case study, the U.S. Coast Guard was in need of support to bring its DAH system up to date by improving cloud support and security services. During the systems implementation phase, ADDX provided engineering support and analysis for all IT security activities. ADDX moved to the operations and maintenance phase of the contract where it put in place Help Desk structure, procedures, and systems.
The RFP for this new 5-year contract is expected to be released as a small business set-aside action as early as March of 2024. Which contract vehicle has yet to be revealed, though it is expected to be a GWAC – the incumbent qualifies as a small business Prime on the GSA OASIS SB contract vehicle. Expect any interested firms to be working to influence the direction of this requirement.
