DHS shared this week that there will be an upcoming quarterly call with industry. Of note is that PACTS III is just one topic to be covered in the update to industry (slide 25 in the link below). DHS notes an expected release in November of 2023 but in red ink, and we in industry hear,it is to be delayed. A reminder that the most recent draft RFP was posted on 6-24-2023.

DHS also notes that they will take questions. We know many firms in industry will want to ask various questions including: 

1) Numbers of Projects – Has DHS reduced the numbers of projects that seemed to be required (or allowed) for relevant experience?

2) Awards Per Functional Category – Does DHS still estimate only 5 awards per Functional Category (FC) per socio-economic category?

3) Dollar Ranges for Projects – Has DHS changed the dollar bands for projects? For example for Functional Category 1 the points scoring per the draft RFP by project dollar range is 84pts each for >$1m<$5m, then 74pts each for >$50k<$1m value, then 32pts each for >$5m<$25m value, then 6pts each for >$25m<$50m and then 2pts each for >$50m. 

A reminder that per the draft, projects have to be <2yrs old per obligated dollar range per Functional Category (FC). Projects only up to 2 years old as of the issuance of the final solicitation will be considered and must have at least 6 months of duration. Projects must be exclusive to your team, and cannot be used by other bidding teams in the same socio-economic bid.
