Navy Sources Sought: $24M Budget Operations Support

Navy Medicine Budget Division (N83) reports to the Navy Medicine Deputy Chief for Resource Management/Comptroller and provides the full range of budget formulation, funds management, and budget execution monitoring expertise in support of both Department of the Navy (DON) and Defense Health Agency (DHA) budget requirements.

N83 requires budget operations support to ensure that those people, process, technology and policies are adequately supporting BUMED’s mission as a Maritime Medical Force to develop and deliver manned, trained, equipped, maintained, and certified medical forces that force develop, generate, and preserve the Naval human weapon system.

Tasks include:  Budget Formulation and Execution.  The contractor shall:

  • Review and analyze budgetary submissions received by N83 during the entire Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Perform the regular tracking of budget execution data, prepare management reports to display budget execution data, assist the Government budget analysts in the preparation of budget exhibits, and provide analytical expertise to support N83’s decision making capability.
  • Prepare draft Funding Authorization Document (FAD) packages for review by N83 budget analysts; update the FAD log on a daily basis for all incoming and outgoing FADS for both Navy and Defense Health Program appropriations. In FY23, about 500 FADs were created for both Navy and DHP appropriations. The budget formulation and execution support shall be documented in the Monthly Budget Report.

Civilian Personnel Budget Support.  The contractor shall:

  • Interpret and develop Navy and DHP CIVPERS labor budget requests, control and reporting of obligations and expenditures, and development of budgetary policies and practices. Perform analysis of historical data and develop trend analysis for CIVPERS labor costs data and development of potential alternatives in implementing CIVPERS annual budget controls to meet N83 programs and operations. The CIVPERS Budget support shall be documented in the Monthly CIVPERS Report.

Budget Reporting.  The contractor shall:

  • Run required execution reports for Navy and DHP appropriations, to include pulling raw data from accounting and budget systems, conducting reviews for data integrity and accuracy, formatting into correct report format and submitting to N83 Government staff for final review and approval.
  • Run ad hoc financial data reports as required to support N83 reporting to higher headquarters as well as to distribute data to Regions and activities. Examples of these reports include, but are not limited to: Navy PBIS queries, various budget exhibit reports, CIVPERS execution reports, Cash-to-Control reports, contingency operations reports as required, as well as all other N83 required execution reporting requirements. Due to the nature of the budget process and evolving funding situations, there are numerous ad-hoc reports and budget drills that arise in the normal course of business…
  • The base period of performance for this requirement is 23 April 2024 – 21 April 2025. The resultant contract will feature 4-one year option periods and a 6-month option consecutively following the base period.

The current requirement is being performed by Sehlke Consulting LLC via Cost-Plus-Fixed-Fee (CPFF) task order N0018921FZ361 under BUMED Financial and Business Operations Management Support Services Multiple Award Contract (MAC) program. It is anticipated that this requirement, if solicited, will be under NAICS code 541611, with a size standard of $24.5 (millions of dollars).
