The objective of this effort is to provide technical professional support services and subject matter expertise to ensure the successful consolidation, delivery, transition, and stabilization of the Command Financial Management System – Consolidated (CFMS-C) solution to the non-Navy ERP Commands, end users, and business offices. Best practices and lessons learned shall be applied to each deployment. Services to be provided include deployment support, data conversion, training, user management, and knowledge transfer support.
Tasks (Sections 3-9) of this PWS shall be performed in order to meet the major objectives of this task order:
Completing all remaining open items from feeder system consolidation efforts previously undertaken, including decommissioning and data archiving of systems disestablished as a result of feeder system consolidation.
Sustaining and maintaining the CFMS-C consolidated platform for as long as deemed necessary by ASN FM&C.
Establishing and operationalizing a CFMS/SABRS/GINVOICING solution so as to meet Treasury phase 1 mandates.
Establishing and operationalizing a multi-functional BUDGET module in CFMS-C, to include Non-Labor, Civilian Labor, and Unfunded Management —one which can support across BSOs, with modicum of configurable capability.
Establishing and operationalizing any future mandates, namely Identity, Credential, and Access Management (ICAM); Standard Line of Accounting (SLOA); etc.
Retaining or establishing, and operationalizing, audit compliance measures, like the use of Access Violation Management (AVM) and ICAM solutions, to ensure continued Notice of Findings and Recommendations (NFR) remediation success.
Development, maintenance, and support of Financial Management Application Programming Interfaces (APIs), the FM Central Design Exchange (CDX), and Robotic Process Automation (RPA) initiatives.
Planning, analysis, documentation, architecture, engineering, development, management, and maintenance of FM Enterprise Software Bus (ESB and API solutions) across the FM systems environment.
Creating an architecture in CFMS-C which supports the transition from current general ledgers (GL) (STARS-FL and SABRS) to a future ERP GL for all Navy General Fund transaction accounting in support of Department of the Navy (DON) Financial Improvement and Audit Readiness (FIAR) initiatives.
