The Naval Sea Systems Command (NAVSEA) is utilizing a competitive Total Small Business Set-Aside and requesting proposals only from eligible small business holders of Department of Defense (DoD)-wide “LevelUP” Basic Ordering Agreements (BOAs) for DevSecOps Services administered by Air Force Life Cycle Management Center Defensive Cyberspace Operations (AFLCMC HNC).

The Naval Sea Systems Command (NAVSEA) has established a software factory known as The Forge which is managed by the Program Executive Office for Integrated Warfare Systems, Integrated Combat System (PEO IWS X).

The Forge provides a Government furnished virtual and physical ecosystem to foster Agile software development using DEVSECOPS tools and principles. The ecosystem furnishes: Infrastructure as a Service (IaaS), Platform as a Service (PaaS), a Continuous Integration/Continuous Delivery (CI/CD) Pipeline, an Innovation Hub, and cross-functional teams lead by Government Product Owners enabling capacity-based Agile development of mission applications supporting the delivery of capabilities to U.S Navy Surface Ships.

Within The Forge Innovation Hub, the Government will furnish Industry access to a common physical collaboration and development space which is managed and operated by Catalyst Campus for Technology and Innovation (CCTI). This Request for Proposal (RFP) is to obtain Information Technology (IT), Cybersecurity, and Systems Administration to facilitate operations within the CCTI physical spaces and within The Forge digital IaaS, PaaS, and CI/CD pipelines.

In addition to the scope of work further described in this Statement of Objectives, the contractor performing under this Software Factory IT & Cyber Operations effort shall be required to perform in conjunction with other contractors, non-federal entities, and federal entities that are under other contract or arrangement with the Government. These contractors and entities may also perform their respective responsibilities in physical space at the Forge shared with the Software Factory IT & Cyber Operations contractor, as well as others.

PEO IWS is building an infrastructure-agnostic Continuous Integration/Continuous Delivery Platform and Tactical Platform as a Service to support the Navy’s Surface Combatant software development requirements. This process will be compliant with the published DoD Enterprise DevSecOps Reference Design; will utilize accredited and secured hardened containers built from the DoD Centralized Artifacts Repository (Iron Bank); and meet all regulatory testing and cybersecurity requirements. This process will enable a Persistent Authority to Operate (ATO) for weapon system Cybersecurity.
