MSC is seeking an eligible vendor to provide a wide range of Financial Management Support Services to its Comptroller Directorate (N8).
The objective of this contract is to obtain financial management support services for MSC’s N8 Directorate. Services provided under this PWS will include assisting the Command in the following areas:
- Providing data collection, financial analysis and financial reporting support. This function includes, but is not limited to:
- Collecting, recording, interpreting, maintaining and presenting data related to U.S. Navy and USTRANSCOM mission areas, activities and requirements.
- Preparing analysis and developing deliverables per Technical Exhibit 1 and related sub-paragraphs, bearing in mind the foregoing organizational structure and the need for reporting to support both aggregated e.g., command level, fund level (Navy / USTRANSCOM) reporting, as well as disaggregated, e.g., vessel, program and N-code objectives.
- Delivering technical recommendations and providing migration and sustainment support associated with MSC’s implementation of the Department of the Navy Enterprise Resource Planning (NERP) system.
- Providing Office of Management and Budget Circular A-123 (OMB A-123) Program Development and Sustainment support.
- Providing advice and coordinating the execution of special projects related to financial research, data collection and analysis.
- Providing for the operations of the Military Sealift Command NERP Enterprise Business Office (MEBO) and all its related supporting functions.
The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years.
