Navy BUMED RFI: Rapid Application Development Consolidated Information Center (CIC)

The Navy Bureau of Medicine and Surgery (BUMED) requires the ability to rapidly develop, deploy and sustain applications on a trusted and proven platform (SEMOSS) to be used across Navy Medicine that is cloud agnostic and has authority to operate in DoD networks. The platform should have the ability to perform workflow automation, integrate artificial intelligence through foundational models and others, and enable both canned and self-service dashboards. These capabilities will be used to implement a variety of applications such as Managing Knowledge, Skills, Assessment Readiness Reporting, Independent Duty Corpsman Readiness Reporting, AI Enabled Knowledge Management System. SEMOSS is deployed within the health.mil domain with an active ATO.

BUMED Consolidated Information Center (CIC) has decided on continuing to use SEMOSS as their core platform that can deliver the following technical capabilities in an application:

  • CAC Based Authentication
  • Role based access control & and tiered permissions supporting echelons
  • Ability to connect to disparate data-sources and federate data on the fly
  • User Management Portals for self-sustaining administration
  • Workflow Management & Governance (reviews, approvals, submissions)
  • Automated Email Notifications
  • Data Creation (forms)
  • Data Federation (APIs) …

BUMED CIC requires contractor support to provide ad hoc application development support for CIC supported users in operations management and analytics knowledge management of the CIC. This support includes development of initial visualizations, metrics and monitoring operations that fall under the responsibilities of BUMED to manage and/or monitor. This effort includes maturing the SEMOSS analytics tool and other analytics products, developing and managing a project plan, developing SOPs, and developing data visualizations.

Tasks

OPERATIONS MANAGEMENT & SUPPORT: Contractor shall provide the required skills and experience in facilitating the ad hoc support for production and maintenance support activities for the SEMOSS, and other application tool solutions leveraged for CIC analytics, both front-end and back-end, including the Analytics/SME support, tools & technologies, databases, software, reports, and rapid application development. Scope of the task includes the following activities:

  • Develop and facilitate change management activities, subject matter expert (SME) support, configuration control, and quality assurance of the system(s)
  • Support for custom analytics including applications, and leveraging SEMOSS
  • Support in the resolution of data issues reported by customers within 2 business days. Perform analysis, identify root cause and work on issue resolution
  • Provide operational and functional response support for the overall user community
  • Support changes to existing business rules, testing, rollout and maintenance
  • Support planning of tasks and implementation schedule to include risk and issue identification consistent with PMI standards
  • Support enhancing the capabilities of SEMOSS as required and application development modernization.
  • Support activities such as Security Assessment and Authorization
  • Develop Operations Management Standard Operating Procedures (SOP) for all procedures required for operations and maintenance of the BUMED instance of SEMOSS
  • Train users and support staff via personalized on-site desk side or remote telecon on the use of the SEMOSS product
  • End user training on applications
  • Engineer / Technical training on the creation and importing of custom SEMOSS widgets

RAPID APPLICATION SUPPORT: Develop, facilitate, guide and provide services in the following:

  • Centralized Application Advisory and Support Services:
  • Develop the creation of Applications and modernization of current applications
  • Develop the creation of Data management Web forms
  • Develop Alert & Response systems that enable proactive actions to solve a problem ahead of time rather than reactive actions once a problem is identified within 1 year.
