The IRS seeks to obtain contractor professional and management support services and subject matter expertise to assist the IMF Modernization Program in all dimensions including planning, program strategy and analysis, program technical solutions analysis and specifications, supporting and project definition and oversight, and ad hoc analysis support.
No decision has yet been made regarding the acquisition strategy or the small business strategy for this requirement. The purpose f this RFI is to identify interested Small Business vendors with the capabilities to meet the Government requirements at a fair market price.
The IRS established the Individual Masterfile Modernization (IMF Mod) Portfolio to modernize individual taxpayer account management functions, modernize distribution of individual taxpayer account data, decommission legacy IMF programs and technology, and support adoption of modernized solutions for downstream systems and end users. IRS Modernization will:
- Implement 21st century technology and services to enable the IRS business to provide a wide range of digital services to the taxpayer and enable more timely taxpayer compliance.
- Improve security and privacy of taxpayer information by eliminating identified weaknesses.
- Provide more timely and accurate responses to taxpayer inquiries and faster resolution by establishing an authoritative data source with daily processing capability.
- Increase the integrity and accuracy of taxpayer accounts, which are the cornerstones of the US Financial System
- Improve the agility and flexibility of the IRS to respond to new legislative mandates and taxpayer expectations.
Four initiatives have been defined which together will establish a Modern Data Platform and modernize the IMF.
- Customer Account Data Engine 2 Program (CADE 2),
- IMF Retirement Acceleration (IMFRA) Program,
- Marketplace Project, and
- Enterprise Data Platform.
The CADE 2 Program will deliver state-of-the-art individual taxpayer account processing by replacing the legacy tax processing engine and providing data-centric technologies (i.e., relational database processing capability) to improve taxpayer service and enhance IRS tax administration. The CADE 2 Individual Tax Processing Engine (ITPE) Project will modernize the core IMF components responsible for posting, settlement, and analysis of taxpayer accounts – where most tax law is embedded. The IMFRA Program is focused on modernizing the legacy systems responsible for producing reports, extracts, and analytical functions by using Common Services and enabling self-service reporting. The Marketplace Project will modernize data distribution mechanisms to allow faster and easier data consumption by downstream users and consumers. Enterprise Data Platform is a core element of the IMF Modernization effort and will provide a centralized hub to facilitate easier access to individual account data and provide tools / technology for reporting.
The IMF Modernization Program serves as the Prime Integrator, driving program delivery and integration efforts in a consistent yet flexible manner. The IMF Modernization Program has determined the target-state objectives and solution to address the pressing issues faced by the IRS with regard to tax processing and has updated the IRS capabilities to industry-level. With contractor support being provided to the IMF Mod Program under this PWS, the IRS will implement the solution of a single integrated environment for managing individual taxpayer account; hence Long-Term Integration Support, that will:
- Replace the IMF Account Data Structures with a modern CADE 2 alternative.
- Conduct Individual Tax Processing Engine in a modern, data centric solution.
- Produce the minimal mandatory outputs necessary to Close the Accounting Cycle
- Provide downstream consumers with a modern method to access taxpayer data.
- Develop a repository that stores multiple representations of individual taxpayer data to enable improved analytics.
- Provide downstream consumers with the means to conduct self-service reporting and analytics.
- Create reusable common services that perform account management functions.
- Migrate Users to leverage new data formats and services.
- Retire legacy applications and data files.
The IMF Mod Program is being implemented through a series of programs, releases, and projects, which will individually employ the development methodology (e.g., agile, iterative or waterfall) determined to best meet the project, release, and program needs.
The period of performance is five (5) years.
