The objective of this procurement is to obtain a mature and proven CMS SaaS that meets DHS requirements, as well as mature and proven operations and maintenance (O&M) services to support FEMA’s CMS WebEOC implementation and continuous development efforts. The software and O&M will support functionality for Federal, State, local, and non-government personnel to enter data into custom forms, aggregate and visualize that data in various situational awareness products such as tabular and graphical dashboards and offer end-users an easy way to export those visualizations in Excel, PDF, and other extra-system consumable formats. FEMA requires a cloud-based COTS SaaS product that is compatible with the existing CMS. FEMA also requires this system to be hosted in a FedRAMP High certified cloud-based environment.
