The mission of the U.S. Department of Energy’s (DOE) Grid Deployment Office (GDO) is to provide electricity to everyone everywhere, by maintaining and investing in critical generation facilities to ensure resource adequacy and improving and expanding transmission and distribution systems. The CHEERS program will strengthen state grid resilience decision-making by creating a community of practice around Grid Resilience Formula Grant program implementation and developing customized technical assistance workplans for participating states.

The objective of this acquisition is for the contractor to provide technical assistance to implement the CHEERS program. The contractor shall establish a cohort of states focused on grid resilience, facilitate a network of peers that helps state’s efforts to implementing Grid Resilience Formula Grant programs under 40101(d), and develop customized assistance for participating states.

The contractor shall conduct an analysis to identify a cohort of 4-6 states to participate in the program. The analysis should consider factors including: market structures, key policies, threats and vulnerabilities, regulatory contexts. This task includes the following components:

  • Evaluate and recommend states to participate in the cohort The contactor shall develop and provide state energy resilience briefs for up to 10 states who could be good candidates to participate in a cohort. These profiles should be no more than 2 pages and include information on state energy resilience policies; IOUs, electric cooperatives, and municipal utilities; energy resilience programs and plans, active regulatory proceedings; threats and vulnerabilities; and other relevant data.
