The objective of this task order is to obtain professional and administrative support services of an experienced contractor in the areas of 911 services, to provide NHTSA with assistance in support of the 911 Programs as follows:

  1. Professional support on issues related to technical aspects of telecommunications and 911 services with the ability to improve highway safety, and
  2. Professional support on issues related to operational aspects of telecommunications and 911 services with the ability to improve highway safety.

It is imperative that the Contractor be experienced in providing engineering, governance, and operational advice specifically related to the operation of the 911 system.

While NHTSA staff has expertise in the areas of 911 technology and operations, it is in the best interest of the 911 Program to acquire, through Task Order, professional services providing the Program with supplemental skills, knowledge and abilities in both 911 technology and operations. To effectively achieve its three (3) major tasks as stated, and to remain relevant, it is essential that the 911 Program’s activities are based on the most up-to-date information available on continuously evolving 911 technology and operations.

Technical expertise includes such things as a working knowledge of the technical telecommunications components included in the 911 system, how they interconnect and how they function, according to current standards and specifications. It also includes a working knowledge of the technical challenges faced by 911 systems in accommodating advancing technologies such as text messaging, telematics data, photographs and video, and strategies employed to deal with these challenges.

The Contractor shall provide technical and operational support on an ongoing basis. The contractor shall develop products and services outlined in the task order that meet the requirements of the 911 Program, as well as all applicable industry standards. In all instances, these products and services must be developed and completed within strict timelines, in accordance with the Milestones & Deliverables due dates as described in section F (Deliveries or Performance).

The services included do not necessarily require the Contractor providing technical support to be onsite within the Department of Transportation (DOT) building; but will however require regular and frequent travel to DOT if the Contractor providing support is not onsite.
