Background: Federal Emergency Management Agency (FEMA) seeks to help State, Local, Tribal, and Territorial (SLTT) representatives more easily find, access, and leverage the resources available across the Federal interagency to help communities recover from and build resilience to disasters.

FEMA is in a Discovery effort to investigate technology options and solutions for a new government-created and -managed internet presence to achieve this goal.  FEMA is considering developing a Program that helps connect SLTT partners with disaster resilience and recovery resources, which will be referred to as the Recovery and Resilience Resource Portal (RRRP). Using an existing resource library as a foundation, the RRRP initiative will add four capabilities:

  1. Create a new, accessible user interface to streamline the customer experience.
  2. Add a business intelligence (BI) tool to provide new ways of presenting the information through reports, dashboards, and visualizations.
  3. Expand the existing data resources through application programming interfaces (APIs) connecting to federal interagency clearinghouses for recovery and resilience resources.
  4. Provide and train an Artificial Intelligence (AI) Large Language Model (LLM) to “smartly match” SLTT partners with the available assistance and resources best suited to meet their unique needs. In addition to incorporating traditional assistance avenues like grant applications and funding opportunities, the RRR Portal will incorporate other resources such as technical assistance programs, data analytics tools, case studies, best practices, and lessons learned to support and inform communities’ disaster recovery and resilience projects.
