Army Sources Sought: Continuous Process Improvement (CPI) and Integrated Management (IMS) Systems Services

Scope: The general scope of the requirement is to provide professional Continuous Process Improvement (CPI) Master Black Belts support to drive performance improvement to enhance and sustain business operations within the Temple Army National Guard Readiness Center (TARC) and the 54 States and Territory. These services include providing analytical, operational and technical assistance to included facilitation and mentorship support to agency personnel to sustain a CPI culture.

The National Guard Bureau (NGB) has requirements under the Government Performance Results Act – Modernization Act and Title 10 United States Code to use the Integrated Management System as a systematic business practice to continuously improve the effectiveness and efficiency of business operations, and to transform the business operations and workforce culture across the National Guard Enterprise (NGE) to meet emerging and future requirements. This includes streamlining business processes and operations of not only NGB, but also the 54 States, Territories, and the District of Columbia. As the NGB’s program lead for NGB’s IMS, the Performance Improvement Office requires Contractor support to implement actions in the furtherance of our mission and achievement of the following goals:

Goal 1: Improve Performance (efficiency & effectiveness) of Business Operations.

Goal 2: Achieve Program/Project Goals (results).

Goal 3: Pursue Organizational Performance Excellence (performance improvement).

To facilitate this NGB is seeking administrative and professional management services to provide: (1) Business Management and Strategic Planning/Execution Facilitation (BMSE) Services using the Baldrige Excellence Framework; (2) Industry Perspective Strategic Planning and Execution Consulting Services (IPSP); (3) Operational Workflow Management (OWM) services; and (4) Performance and Knowledge Management (PM) services (5) Qualitative Analysis and Evaluation (QAE).

The BMSE services include: (1) Performance Assessment Analysis Services (2) Baldrige Program Services; and (3) Facilitation Services. This will be referred to in this document in Section 5.1.

The IPSP services include: (1) Conduct five 5-day strategic planning and strategic execution workshops at five different regional locations for the NGB states and territories. This will be referred to in this document in Section 5.2.

The OWM services include: (1) Customer Satisfaction Services, (2) Travel Coordination Services, (3) Daily Workflow Management Services, (4) Tracking Training Services, (5) Award Event Planning Services, and (6) Supply Services. This will be referred to in this document…
