The Defense Information Systems Agency (DISA) is seeking sources for Spectrum Twenty-One (SXXI) Software and Systems Operations, Maintenance, Sustainment, and Support.

DISA Program Executive Office (PEO) Spectrum is seeking information from potential sources for the operations and maintenance of SXXI version 5 until it is decommissioned (estimated Q3CY2025) and continued training, operations, maintenance, sustainment, and enhancement of the successor system SXXI version 6 (SXXI v6) for the DoD and mission partners.  This effort will require support of Foreign Military Sales (FMS) and understanding and compliance with United States Department of State International Traffic in Arms Regulations (ITAR).

SXXI functions as the DoD’s Joint Frequency Assignment system that supports frequency assignments, interference analysis, electronic warfare, Joint Restricted Frequency List (JRFL), and allotment plan generation. SXXI provides a suite of tools and workflow automation to process frequency requests and manage use of the electromagnetic spectrum (i.e., radio frequencies).  SXXI is a client-server architecture capable of functioning in a disrupted, disconnected, intermittent and low-bandwidth (DDIL) environments.

The objectives of this contract are to:

  1. Operate, maintain, and sustain the SXXI version five client, servers, and associated software to include government-off-the-Shelf (GOTS) and Commercial-off-the-Shelf (COTS) and associated patches and upgrades to maintain compliance with applicable security policies and regulations until such time as SXXI version five sunsets.
  2. Operate, maintain, and sustain the SXXI version six client, application server, database server and associated software to include government-off-the-Shelf (GOTS) and Commercial-off-the-Shelf (COTS) and associated patches and upgrades to maintain compliance with applicable security policies and regulations.
  3. Design and develop software to correct deficiencies and enhancements to SXXI system to meet emerging requirements such as machine-to-machine interfaces and adoption of data standards to enhance interoperability.
  4. Provide FMS support. FMS support encompasses development and maintenance of an international releasable versions of the client application, and coordination as required for developing baselines of estimates to support foreign partner requests for SXXI.
  5. Design and implement system architectural changes as needed to support COTS and GOTS upgrades to meet emerging requirements.
  6. Design and implement agile Development Security Operations (DevSecOps) pipeline on Secret Internet Protocol Routing (SIPR)
  7. Update existing automated training material, create new automated training material, and provide training support for SXXI.

The anticipated Period of Performance is 01 October 2024 – 30 September 2029.
