To support bi-annual and ad hoc submission efforts, IORB currently uses Folio as the CPIC tool. VA has entered into an Interagency Agreement (IA) with General Services Administration (GSA) as one of approximately 19 Federal Agencies who have chosen to use this product.
The tool may change in the future and the Contractor would be expected to be able to continue to support the work regardless of the tool used. If the Investment structure changes, the Contractor shall be required to support the restructuring of the Investment, to include remapping efforts to the updated Investment structure across all fiscal years currently in the Budget. This will require understanding and communicating changes to the submission process and how it relates to the CPIC tool.
The CPIC tool is a web-based, Government-Owned Technology System application designed to help agencies automate the select, control, and evaluate portions of the IT CPIC process. The GSA Office of Government-wide Policy oversees the CPIC tool Program Management Office (PMO) and the technical and helpdesk support for this tool. Operations & maintenance of the CPIC tool is provided through an IA, which supplies each subscribing Agency with the tool and a suite of support services including software updates, documentation, help-desk support, and recurring training. A detailed description of the tool and services provided can be found at https://digital.gov/services/folio/. Specifically, IORB subscribes to the “cloud” version of the CPIC tool. GSA under this approach hosts the Agency’s instance of the CPIC tool rather than having VA host it. VA uses this tool to:
- Collect and transmit the annual submission of Agency IT Portfolio Summary and IT Investment Business Cases, as well as applicable Investment Details being reported through Folio based on OMB and schema requirements, to the Federal IT Dashboard, which generally occurs during September.
- Collect and transmit the annual resubmission of Agency IT Portfolio Summary, and IT Investment Business Cases and Details to the Federal IT Dashboard reflecting an updated version of the September material for purposes of Passback. This submission generally occurs during January.
- Collect and transmit ad hoc submissions and updates of the Agency IT Portfolio Summary, and IT Investment Business Cases and Details to the Federal IT Dashboard on an as needed basis.
The Contractor shall support IORB activities associated with administering its instance of VA OIT’s CPIC tool and submitting the Agency IT Portfolio Summary, IT Investment Business Cases, IT Investment Details being submitted through Folio based on OMB and schema requirements, and ad hoc updates via the CPIC tool. To provide this support, the Contractor shall generate the Agency IT Portfolio Summary, IT Investment Business Cases and Details from VA user inputs for each program. The Contractor shall then submit the Agency IT Portfolio Summary (formerly Exhibit 53), IT Investment Business Cases and Details for each program to the Federal IT Dashboard upon approval from the Director of IT Programming and Budget Formulation. The Contractor shall also provide support to the CPIC or OMB IT Dashboard Help Desks to resolve submission errors or any system issues that require external resolution. The Contractor shall assist with user access and permissions, keep user permissions current, as well as monitor and track user permissions and changes. The Contractor shall monitor and communicate to users any tool updates and downtimes including specifying submission impact. The Contractor shall document processes used to accomplish work. The Contractor shall keep the CPIC tool Users Guide current.
The Contractor shall provide responses to help requests, triage help requests and elevate help requests. The Contractor shall use the CPIC tool to provide reports to VA. The Contractor shall update, troubleshoot, and customize the CPIC tool. The Contractor shall generate and review reports and dashboard to ensure reports and dashboard are accurate.
