The contractor shall provide holistic organizational assessment, performance management, change management, and governance support services to ITBF in a collaborative and integrated work environment to meet the following goals and objectives of the ITBF:
Goal: Implement an organizational structure that provides integration, improved communications, and clear roles and responsibilities for all stakeholders and drives organizational strategy.
Objectives:
Conduct a workforce assessment identifying key capability gaps and develop a plan of action to address these capability gaps within 6 months.
Conduct a change readiness assessment and develop associated change management and communication plans to empower employees and reinforce employees to address organizational change within 6 months.
Goal: Established unified governance through an ITBF Integration Council combined with existing VA governance structure that are focused on data-driven and time-sensitive decision making to support ITBF program goals and objectives.
Objectives:
Conduct inventory and assessment of current VA governance structures and stakeholders and build integrated governance model and cadence to maximize coordinated and timely decision making within 6 months.
Conduct a change readiness assessment and develop associated change management and communication plans to empower employees and reinforce employees to address organizational change within 6 months.
