DHS USCIS set to compete Continuous Monitoring & Agile Security Services (CMASS) on 8(a) STARS III

In a rapidly changing environment, it is important to keep an eye on any potential solicitation. We have heard from several 8(a) STARS III Primes who are on the hunt for key USCIS partners, especially those with direct experience and relationships in the Information Security Division (ISD) and/or Zero Trust/Dashboard Visualization expertise, as they try to get out in front of an RFP which is expected out late Summer/early Fall. This lead time is important as it provides time for 8(a) STARS III Primes to identify potential partners who can given them a leg up. With 21 bidders the last time it was competed, there is no reason to believe that the fighting will be any less fierce this go around.

Listed as one of the USCIS expiring tasks expected to draw interest in FY 2026, this requirement seeks to establish a more sustainable and effective continuous monitoring program, leveraging data from security and governance tools to enhance abilities to identify and mitigate cybersecurity risks, evaluate emerging technologies, streamline security-related tasks.

Additionally, USCIS seeks to transform the Ongoing Authorization (OA) program to incorporate new capabilities and risk models for Machine Learning (ML) and Artificial Intelligence (AI) and implement appropriate governance measures. The CMASS resources will continue to support security authorization and continuous monitoring activities, the Vulnerability Management & Configuration Management Programs, role-based cybersecurity training, and system stakeholder outreach to ensure USCIS meets security and DHS Information System Performance Plan (ISPP) requirements.
