Will NIH NIDA’s $3.5B RFP “HOPSS” before Easter? Three Burning Questions

Note: The article was published before it was announced that several major Federal Health events has been postponed as Trump officials pause external communications at HHS. No confirmation yet about whether this will be postponed.

I’m getting excited to hear from NIH NIDA leaders this Friday (event details here) regarding the HHS One Professional Services Solution (HOPSS) requirement hitting the streets soon. (Hopefully) As I’m sure that everyone remembers, HOPSS is a HHS wide, roughly $3.5B contract (multiple award IDIQ) supplying approximately 2,150 personnel in the support of STEM and BOSS services. In preparation for the event, everyone should have questions ready for the contracting team to answer.

Three burning questions I have are:

  1. What is the acquisition timeline? I’m sure that the RFP will be released soon, but the over/under is Easter, what do you think?
  2. While I can’t imagine this being released as a small business set-aside in any capacity, I am interested in seeing what type of subcontracting plan/goals will be required by NIDA.
  3. What will the past performance requirements look like? Will commercial, and State past performance be considered along with Federal? Will it be viewed equally? Outside of any JVs, MPs, and CTAs, in a normal prime-sub teaming relationship, how many past performances will be required from the prime?
