DISA, in support of the DoD, is seeking information from commercial vendors and integrators that can provide a full content inspection (FCI) managed cyber security service that will be hosted on premises at (10) select, global DISA Data Centers. Although, the physical infrastructure will be hosted in DISA Data Centers, the commercial vendor/integrator will manage FCI remotely via a secured, vendor-provided platform that operates in conjunction and collaboration with DoD cyber analysts to defend DoD networks and users against cyber threats.
Objective. DISA seeks to acquire a cyber security managed service that will deploy FCI infrastructure and services to ten (10) globally dispersed DISA Data Centers.
FCI will include on-premises, hardware stacks dedicated to DoD network traffic at DISA’s global IAPs. The capability will still be delivered “as-a-service” meaning the vendor/integrator will continuously operate and maintain the system hardware, software, licensing, and service subscriptions to ensure all cyber security requirements are functioning optimally to include advanced MCA inspection, detection, defensive, and response actions.
To maintain situational awareness and provide government oversight of the system, DISA will exercise command & control of the system and in conjunction with the commercial vendor will ensure required communication, sharing and collaboration takes place amongst stakeholders that ensures operation of the system meets the needs of the DoD’s Defensive Cyber Operations (DCO) mission.
The proposed solution must include technologies that can detect the nature of malicious cyber activity and attacks, provide immediate, automated threat mitigations in real time against these threats, and capture threat analytics that can be reviewed by cyber protection teams.
The Place of Performance is DISA Headquarters, 6910 Cooper Avenue, Fort Meade, Maryland 20755 and DISA Global Field Command, 5534 Pryor Drive, Scott AFB, IL 62225, however, FCI will also be deployed on-prem to the following (10) locations: Columbus, OH; Hampton Roads, VA; North Island, CA; San Antonio, TX; Warner Robins, GA; Arlington, VA; Oahu, HI; Ramstein, Germany; Vaihingen, Germany; and Yokota, Japan.
TECHNICAL CHARACTERISTICS: Vendors are asked to recommend an FCI solution based on the information provided in this document. Vendors are asked to include any test results, independent data, references, and other documentation that supports their claims.
